Unity, change, new beginnings for Sangguniang Panlalawigan

Speaking to the members of the Sangguniang Panlalawigan, from the board members to the legislative staff assistants (LSA) and SP employees in attendance, Vice Governor Concepcion Lim called for unity and change in what spells out to be a new beginning for the Provincial Board of Bohol.
These words were spoken during the vice governor’s welcome message at the opening of the SP’s strategic planning and legislation workshop that it held last Wednesday and Thursday at the Bohol Plaza Resort.
“Let’s be frank with each other,” Vice Governor Lim opened, continuing that unity can only be achieved through honesty and openness so that there will be genuine harmony in the SP.
She directed all employees to refrain from participating in politics in the provincial sanggunian, saying that they are all in the SP to work as one for the people of the province. She added that they should leave politics to the politicians.
Apart from the vice governor, nine of the thirteen provincial board members attended the strategic planning and workshop, which the SP employees remarked as unprecedented, comparing it to how the previous SP administration barely attended the same activity.
Present were Senior Board Member Dionisio Balite, Assistant Floor Leader Godofreda Tirol, First District Board Members Abeleon Damalerio and Venzencio Arcamo, Second District Board Members Josephine Socorro Jumamoy and Gerardo Garcia, Third District Board Member Bienvenido Molina, PCL-Bohol President Ramonito Torrefranca, and ABC-Bohol President Crispina Vergara.
Vice Governor Lim’s sentiment was echoed during the proceedings by Board Member Jumamoy, who said that there is no need for division within the SP since it should stand as one family. She further affirmed the importance of attitude in establishing how people relate with and respect one another.
Jumamoy observed that in the last administration that there was a lack of camaraderie between certain offices that comprise the Sangguniang Panlalawigan. She said that it was a division that did not exist in past SP administrations of which she was a member.
The employees themselves spoke out of a lack of trust that they sensed in the last SP administration since, even when there were competent staff already in place, it often preferred to hire outsiders.
The Sanggunian is composed of the Vice Governor’s Office, the offices of the Board Members and their respective legislative staff, the Office of the SP Secretary, and, under the latter, the Provincial Library.
ONE WITH THE EXECUTIVE AGENDA
“We will change what we see is undesirable,” the vice governor also declared in her message. And in the same breath, the vice governor called for the legislative body to “cooperate with the province’s executive department in pursuing its development agenda.”
Thereafter, following a presentation and forum on the provincial development and physical framework plan, it was proposed that the provincial sanggunian adopt for itself the executive development agenda through an ordinance so that the provincial government may more fully pursue as one the comprehensive development agenda that is articulated in the acronym HEAT Bohol, through the strategies of LIFE HELPS.
HEAT stands for Health and Sanitation, Education and Technology, Agriculture and Food Security, and Tourism and Livelihood. LIFE HELPS stands for the strategies of Livelihood and Tourism, Infrastructure, Food, Education, Health, Environment, Leadership Development, Peace and Order, Sports and Youth Development.
LEGISLATIVE TRACKING SYSTEM UNDER THEN-VICE GOV. CHATTO,
BETTER THAN PREVIOUS SP ADMINISTRATION’S
Yet another subject that came up during the strategic planning was the legislative tracking system, or LTS, which many remarked to have deteriorated from the time when Gov. Edgar Chatto was still the vice governor. It had then been hailed as ahead of its time and was made a model for the LTS of other provinces.
Board Member Tirol inquired on what is causing a bottleneck in the province’s legislative tracking system.
“If I can track it from my own office, there would have been no need for paper exchange,” she continued, hinting on the SP’s aim of paperless legislation, an environmental approach to legislation which seeks to maximize technology and minimize the use of paper and other resources which may be depleted.
The Sangguniang Panlalawigan of Agusan del Sur, one of the LGUs which had come to Bohol to study its LTS, now boasts of its online paperless legislation.
SP Secretary Bonifacio Quirog Jr. clarified that what the SP has at present is not an LTS but essentially merely a records retrieval system, where one must know beforehand the date, number, and subject matter of the legislation being sought.
One other limitation of the current system is that if one user opens a folder, other users of the network cannot open the same folder.
Quirog himself commented that, for now, to meet the immediate needs of the legislators, it would be better for the SP to revert to the old LTS and make updates from there instead of continuing to work with the current LTS. (pjjv/G.O.-EDCom)

Young Damalerio elected new NMYL head; succeeds brother

Young but able Provincial Board Member Abeleon Damalerio was elected the new Bohol president of the National Movement of Young Legislators (NMYL) during the league’s general assembly at Bohol Tropics on Friday.
Outgoing NMYL-Bohol head and Provincial Administrator Alfonso Damalerio II, who happens to be an elder brother of his successor, assured group of the provincial government’s support to its programs and projects. He spoke in the assembly also for guest Gov. Edgar Chatto, who was outside the province during the event.
The younger Damalerio will serve as NMYL president from 2010 – 2013 together with executive vice president Tagbilaran City Kag. John Geesnell Yap, and Cortes Kag. Lynn Iven Lim, Clarin Kag. Velden Aparicio and Kag. Arturo Piollo as vice presidents for the First, Second and Third Districts, respectively.
The other new officiers are Kag. Ongi Grace Lim (Mabini) as secretary; Kag. Abegail Martha Lagura (Guindulman), assistant secretary; Kag. Toribio Bon III (Panglao), treasurer; and Kag. Ritchel Lim (Albur), PRO.
The members of the board are Kag. Chester Ian Rule (Sikatuna) and Kag. Celerino Jubac (Cortes) representing the 1st District; Kag. Corsine Salera (Clarin) and Kag. Eduardo Torremocha (Getafe) for 2nd District; and Kag. John Loius Deligero (Anda) and Kag. Jerson Curit (Mabini) for 3rd district. Lawyer and City Kag. Nerio D. Zamora II is the league’s legal counsel.
DILG Provincial Director Rustica MascariƱas proclaimed the election winners and dared them to sustain NMYL’s reputation as an instrument of responsive public service.
She told the group that DILG’s role is to link between the local and national governments, and that the NMYL is expected to further contribute to good and effective governance through quality legislation.
The NMYL is comprised by the elected local lawmakers in the country who are aged 35 years or younger at the time of their election.

Mass for hostage dead on Tuesday

Boholanos will pay tribute to the victims of the Manila tourist bus hostage in a mass at the St. Joseph Cathedral here on Tuesday at eight in the morning.

Gov. Edgar Chatto enjoined all department and satellite office heads of the provincial government, owners and operators of beach resorts, hotels, restaurants and other tourism-related establishments, religious and cultural organizations, and Chinese groups to attend the mass.

The governor said this is intended to express the Boholanos’ sympathy to the bereaved families of the foreign tourists from Hong Kong who were gunned dead in the 11-hour bloody hostage drama.

Chatto, former chairman of the tourism committee in Congress, convened the top military and police officials here on the very night of the Manila bloodbath.

He demanded from the peacekeepers and law enforcers a sustained peace and a maintained order in the province amidst fear of any possible local repercussion of the tragic hostage-taking.

Hong Kong has issued a black travel warning to its residents to cancel their Philippine travel. Those who are still visiting the country have been directed to get back as soon as possible.

While the Tuesday morning mass, which is simultaneous nationwide, is held, the Department of Tourism is into a “public relations offensive” cushioning the impact of the tragic tourist bus siege.

Travelers from Hong Kong are the fifth biggest tourist group in the Philippines, second in Central Visayas and third in Bohol.

Chatto would like to tell the world of travel that Bohol has enhanced its tourism image because Boholanos put diamond value to both the life of nature and the culture that prices and prizes human life. (Ven rebo Arigo)

OFW Action Line is now more committed, responsive

The OFW Action Line, a special program segment on the concern of the Boholano overseas Filipino workers of Gov. Edgar Chatto during his congressional stint, is now back on air, more committed and responsive than ever.
It is now a full 30-minute program of the provincial government under Chatto’s leadership and heard on its new Wednesday time slot at 10:30-11:00 am on DYTR and 7:30-8)) pm on DYRD.
The OFW Action Line has been revived for the provincial government thru the Effective Development Communication (EDCom) Office.
It had gone on “dead air” during the transition period when Chatto had then busily prepared for his assumption as Bohol’s 25th governor.
Also now labeled the OFW A LINE (for easy recall by Internet user), the program shall continue its purpose to link the migrant workers to their families back home.
The OFWs and their families can thus email issues relating to their concerns at ofwaline_bohol@yahoo.com.
The OFW Action Line had been a broadcast service project Chatto when he was congressman. The service has been revitalized in response to recent developments, the latest and most sensational being the Quirino Grandstand hostage bloodbath.
In addition, the Bohol Employment and Placement Office (BEPO) and PESO OFW Desk are in the process of setting up a facility for OFW dependents in the province.
The facility allows the families and dependents to contact their OFW loved ones in Hongkong through Skype, an Internet-based voice and webcam service.
They simply need to bring the e-mail addresses of the OFWs they wish to contact. Information on the availability of the facility shall be disseminated as soon as equipment and connections are completed. (Leah/EDCom)

Battle men support HEAT

Soldiers have supported Gov. Edgar Chatto’s development battlecry HEAT Bohol, drawing a parallel advocacy program that portrays them as troopers for sustained peace and sustainable progress.

The governor has coined HEAT for “Health and sanitation, Education and technology, Agriculture and food production, Tourism and livelihood.”

The 2nd Special Forces Battalion and 802nd Infantry Brigade have launched what their top officials appropriately term the “SUPPORT HEAT Bohol.”

The acronym means “Soldiers United for Peace, Progress and Other Reforms Through HEAT Bohol.”

The mayors, meanwhile, adhered to the strategies of HEAT during their league officers’ oath-taking before the governor at capitol on Monday. Loay Mayor Rosemarie Imboy and Trinidad Mayor Roberto Cajes are the league’s president and executive vice president, respectively.

The advocacy program of the soldiers will be implemented through projects and services which are within the scope of the mandate of the Armed Forces of the Philippines (AFP).

The health and sanitation area involves the soldiers’ medical mission and cleanliness drive in tie up with the provincial government, other local government units, agencies, agencies, non-government organizations and other stakeholders.

Education and technology involve information and awareness campaigns in schools “to prevent the youths from being misguided by unscrupulous individuals or organizations into joining groups that have adverse intentions such as those which are against the national stability and sovereignty.”

The area includes youth leadership summit, an AFP program in coordination with the LGUs starting in 2005.

In the summit, student leaders and out-of-school youths gather together in three days to interact and be educated on government programs. They formulate their own action plan for their good and of the nation.

Soldiers count themselves in the pre-class opening bayanihan project Brigada Eskwela of the Department of Education (DepEd).

Army camps will have backyard gardens and small farms that can help provide food not just to the soldiers, civilian auxiliaries and their families but also the members of the community if possible. Animals will be raised, too.

Agriculture and food production are further pursued thru the soldiers’ sustained supervision of the Kauban sa Reporma farms being cultivated by the rebel returnees in the military reservation in Carmen.

On tourism and livelihood, the military forces will continue implementing the Sub-contracting Program for Innovation (SPIN) for the rebel returnees.

Coordinated by the Department of Trade and Industry (DTI), the program provides the rebel returnees and their families with livelihood like the manufacture of export quality baskets and other handicrafts.

There will be frequent security patrols in areas frequented by tourists. These include shoreline and inter-island patrols.

The soldiers will dignify the environment thru tree planting, “scubasurero” activities and many other programs to enhance eco-tourism, a magnifier for the splendid attainment of the vision for Bohol as a prime destination in the country. (Ven rebo Arigo)

Chatto seriously evaluates Bohol health and education

Governor-elect Rep. Edgar Chatto has seriously evaluated the health and education conditions in the province as he readies to assume the 25th governorship of Bohol exactly 17 days from now.

The two vital concerns are priority parts of what he calls “HEAT” that will “heat up” his first 100 days as new supreme elective official of the province. HEAT means health, education, agriculture and tourism.

He made rundowns of the prevailing situations, problems and possible immediate remedial measures during his informal but useful small group discussions with the health and education sectors. He will meet separately with the agriculture and tourism sectors.

Effective health care delivery is one key area for urgent attention which the incoming governor wants to avoid being overwhelmed by other concerns that he similarly intends to act on.

Chatto intends to hold, if inevitable, a comprehensive health summit for broader participation and learned inputs hoped to scrap inept policies and set a clearer direction.

Provincial Health Office (PHO) head Dr. Reymoses Cabagnot confided in their brainstorming that there were years that the provincial government, which runs several devolved hospitals, did not even have capital outlays.

The province’s five-year health investment plan will be reviewed while Chatto intends to immediately meet with the provincial Local Health Board after he shall have assumed office.

The initial but “awakening” assessment pointed to the needs for the full tapping of the Philhealth universal coverage system, upgrading of hospitals, reactivation of the district health zones, effective individual and institutional referral system, and efficient procurement system.

It likewise seriously noted the lack of manpower, need to tap the services of private doctors and other medical practitioners, misconception about the charging system, need to institutionalize a performance audit of the province’s hospital system, and need to strengthen the primary health care to emphasize a wiser preventive rather than curative health care system.

The health meeting was also attended by Dr. Fruserma Uy of PHO, Jagna District Hospital chief Dr. Winifreda Cagulada, Dr. Jude Doblas who is the Bohol president of the Association of Municipal Health Officers of the Philippines (AMHOP) and Dr. Oliver Yu of the Ramiro Hospital.
OBSERVATIONS
The province-run hospitals and rural health units (RHUs) can get more returns if most of the Philhealth-enrolled patients avail of their services. Claims and refunds from Philhealth should not be unduly delayed.

Philhealth reimbursements will in turn fund the continuing operation of the hospitals and defray other expenses, including the purchase of new or additional medicines.

Chatto said the universal coverage of Philhealth is ideal as it insures the most number of beneficiaries, but how to attract them to go to the devolved hospitals and RHUs is another thing.

Unlike all the devolved hospitals, only less than 50% of the RHUs are Philhealth accredited. Also, only 35 RHUs have Philhealth outpatient benefit package.

The local government units (LGUs) ought to enroll with Philhealth their poor or lowly constituents but they cannot claim reimbursements because their RHUs are not accredited.

It was further learned that the province and certain LGUs have paid under a 50-50 scheme the annual premiums of their sponsored Philhealth enrolees. However, the LGUs would not remit to the province the latter’s P150 equal share from the yearly P300 capitation refund from Philhealth.

Cabagnot estimated at some 19,000 the indigents provincewide who have been enrolled with Philhealth under its universal coverage.

On the patient referral system, the five health districts or district health zones will be made dynamic as one way to decongest the Gov. Gallares Memorial Provincial Hospital (GCGMH), Bohol’s biggest and only government hospital located in Tagbilaran City, while acknowledging the use of the town hospitals.

The PHO chief said that about four years ago, patients from within the city already comprised nearly 40% of the admission to the GCGMH, which is by category a regional tertiary hospital of the Department of Health (DOH).

The district health zones have respective core hospitals in Talibon, Jagna, Loon, Catigbian and Carmen. They are flagship hospitals and main referral hospitals under the provincial government’s hospital system. Sadly, only the Carmen health district is “functional.”

The Chatto administration will explore sources of funds and other supports to upgrade the hospitals and encourage the patients, including the Philhealth beneficiaries, far outside the city to avail of their services.


Chatto will review the province’s counterparting programs to guide the budgeting for next year as Cabagnot admitted the budgetary handicap to improve the hospitals, their manpower and services.

“There were years when we did not even have capital outlays,” the provincial health officer revealed.
MANPOWER
According to Dr. Yu of Ramiro Hospital, private doctors and other medical professionals could go to the government district hospitals as visiting doctors but their professional fees from Philhealth should be given.

The people should be educated on the charging system by the visiting private doctors in government hospitals and the charging system of the government hospitals themselves.

The province can hire the private doctors as one-peso-a-year consultants. They can be on-call by the district hospitals and RHUs when their specializations are required by the patients, who can become their captive clients.

Yu also suggested for the government to subsidize surgical implant materials so that the private doctors visiting the government hospitals no longer collect payment.

According to Cabagnot, many hospitals also lack medical technologists because the plantilla lacks items for them. Further, Bohol has one city and 47 towns yet there are only 30 medical technologists.

Many of them are assigned to field programs, which will be affected if they are pulled out and detailed to the hospitals.

The Chatto administration intends to address the immediate concerns thru immediate doable policies while working for long-term measures.
EDUCATION
Chatto dreams of a province with better educational training programs for the Boholanos to be globally competitive.

He reiterated his plan to expand the CPG Scholarship Program and apply provincewide his successful congressional study subsidy scheme. The separate CHED-allowed congressional scholarship for children of barangay officials and SK officials will be revived and fully implemented under his Bohol watch.

Chatto will conduct a donors’ forum to pool outside resources for the CPG scholarship. He will tap the Boholanos abroad and even the big tour companies which have earned from Bohol’s beauty.

His informal small group meeting with the education sector identified concerns that include those needing proper coordination between the Department of Education (DepEd) Bohol Division Office, schools, provincial government and LGUs.

The provincial government, for example, built classrooms in schools which already had national allocations requested by the division office. The national funds usually came delayed and were already hard to realign. Thus, there are schools having “excess” classrooms while many are lacking.

DepEd-Bohol superintendent Dr. Lorna Rances also suggested that the allocation of elementary teacher items should be of division-wide application instead of having specific places of assignment.

The allocation of high school teacher items should likewise be flexible, although the required teaching majors should remain strictly observed.

The hiring of locally-paid teachers has no “quality control” for lack of LGU-Deped coordination. This has even sadly resulted in the employment of teachers who are not even board passers.

Rances said they have started correcting this system. The non-board passers can be hired and paid by the LGUs but to non-teaching jobs in schools.

This concerns most the DepEd, but Chatto agreed that the quality of instruction and learning should not be compromised.

The governor-elect also encouraged the education sector to make teacher applicants fully understand the DepEd policies on ranking and localization.

Meanwhile, Chatto was stunned by a revelation that there are also volunteer teachers not getting paid even with a single centavo. He declared that no government worker should be unpaid for his services rendered.

The meeting with the education sector was attended, too, by former DepEd-Bohol head Dr. Cerina Bolos, assistant superintendent Dr. Wilfreda Bongalos, TESDA Provincial Director Francisca Opog, Danny Bandala, president of the provincial federation of PTAs, and Mayette Naquila who is the president of the Bohol Association of Student Councils.
UNPAID OBLIGATION;
SKILLS TRAINING
The incoming governor will write to the new Senate president and House speaker and coordinate with the new Bohol congressmen for an allocation in the 2011 budget to pay TESDA-Bohol’s P13 million unpaid obligation.

Opog raised for the first time to the incoming governor this serious concern that could affect TESDA’s training scholarship.

The national government only gave coupons to free skills education trainees without accompanying fund.

Also, Opog suggested to the next governor for a close coordination between the Bohol Employment and Placement Office (BEPO) and TESDA. She said BEPO should update TESDA on the labor market to guide the latter on what technical and vocational courses it would prioritize.

Chatto will make BEPO a dynamic job generation tool. BEPO facilitates employment, including overseas jobs.

But Chatto believed that only until such time that Bohol self-generates employment can the cycle of poverty in the province reversed.

The province has an existing skills training program dubbed the Special Training Advocating Reliance on Sel-employment STARS). But the TESDA head feared that the STARS could fall short of the expectation for certain reasons. The next administration can do something about it.

The skills training is essential as Chatto learned that numerous students cannot attain college education. Rances disclosed the alarming rate of student dropouts every year.

Students finish high school at average unemployable ages of 16 and 17. Skills training can guide them and the dropouts to self-employment. The government can assist them in seeking capital or linking them to the financing institutions and private sector.

There is also a need to strengthen the alternative learning system (ALS), a literacy program for out-of-schools youths and adults partnered with livelihood skills training. It was hoped in the meeting to build and equip community learning centers for ALS.
SEF FOR LEARNING;
BOLD SPORTS PROGRAM
The education sector expressed strict preference for the Special Education Fund (SEF), which is one percent of the real property tax, to be used for academic learning.
Huge allocations from it are often used for sports activities.

Chatto and the education sector planned to tap the business sector and other solvent sources to sponsor year-round sports cups both in the elementary and secondary levels. These can become regular leagues of priority sports events in which the Boholanos can excel.

Ten percent (10%) of the SK fund will be devoted to sports programs as an approach to youth development.

The next provincial administration intends to allocate regular funds for the sub-congressional and district congressional meets. These are apart from the fund for the provincial meet.

Chatto will make it a policy of his governorship that no teachers and parents will contribute any amount for sports meets.(Ven rebo Arigo)

Chatto bags Library Hub Award

First District Congressman and incoming Governor Edgar M. Chatto was conferred an award recently in recognition for his support and assistance to the Division of Bohol – Department of Education that led to the successful establishment and operation of the Library Hub in Bohol, on 27 May 2010 at the Bulwagan Ng Karunungan, DepEd Central Office, Meralco Avenue, Pasig City.

DepEd Secretary Mona Valisno gave the award to Governor-elect Chatto in the presence of the Undersecretaries, guests and Superintendent Division of Schools, Norma Varquez and Assistant Superintendent Division of Schools, Wilfreda Bongalos.

“The library hub project of the DepEd will supplement the existing library systems in the city and the province because it establishes additional libraries in selected areas, with upgraded number of books, information materials, and other literature for the use of students. Consequently, through this project, our students will be more educated, informed and develop in them a habit of reading.”, Chatto expressed.

Library hubs are strategically located in Tagbilaran City, Dauis, Trinidad, Balilihan, Loboc, Jagna and Loon. (Reine Real)

Chatto: Election pains won’t affect service

Governor-elect Rep. Edgar Chatto has assured the outgoing capitol administration that the just-concluded wounding election, described as Bohol’s most divisive in recent memory, will not adversely influence the shared desire to serve the Boholanos best.
He heartily appreciated all the manifestations of full support to his incoming administration of the provincial government as Bohol’s 25th governor together with Vice Governor-elect Concepcion Lim.
“Please be assured that the recent political exercise will not in any way affect our common desire to give the best of ourselves in the best interest of our province and our people,” Chatto wrote to Gov. Erico Aumentado whom he will succeed effective June 30.
Chatto had his letter, dated May 19, handcarried by a staff all the way from his congressional office at the Batasang Pambansa Complex in Quezon City to the governor’s office here.
The last-termer congressman of the First District flew to Manila for tomorrow’s resumption of the 14th Philippine Congress, which will finally adjourn on June 4.
His acknowledging character as constant as the positivism of his politics, Chatto, together with wife Pureza and only child Trisha, congratulated in his same letter his erstwhile ally Aumentado for the latter’s election as Second District solon.
“As in the past electoral contests…I can assure you and the Boholano public that the differences in political persuasions are easily set aside in favor of the common good and the achievement of the common vision for Bohol toward sustainable development ,” the governor-elect told his outgoing predecessor.
In his own letter, Aumentado congratulated Chatto as his sure successor, adding that he is “thankful that Bohol is never short of talented and competent leaders to man the helm of the province.” He wished him “all the best.”
“Perhaps in the span of our respective political careers, the last election was the most hard-fought and, yes, even painful. For us the victory was sweet but I also commiserate with all the candidates who fell by the wayside,” Aumentado wrote to Chatto.
“This notwithstanding, I know that the statesman in us motivates us to set aside the personal issues and start the preparation for the work at hand to sustain Bohol’s progress,” the third- and last-termer governor added.
TRANSITION
Chatto courteously informed Aumentado, who still has barely six capitol weeks left, of his own transition team for the smooth turnover of authority.
The team, which focal person is Board Member Alfonso Damalerio II, will coordinate with the group designated by Aumentado as prescribed by established rules. Damalerio did not seek reelection and instead legworked as Chatto’s campaign manager.
Aumentado told Chatto that provincial Administrator Handel Lagunay is convening his counterpart transition team to prepare the transition plan. He named provincial Planning and Development Officer John Titus Vistal as his focal person for the transition.
Chatto and his transition team are most interested in the province’s priority projects and programs, including their implementations stages.
This can appropriately hint the new Bohol leadership on how to sustain whatever sound policies are in effect while it as well trailblazes distinct development approaches.
In his letter, Aumentado briefed Chatto that “there are mega- projects and programs which are already implemented, due for implementation, or already in the initiation phase” which can be finished by the next administration.
The governor expressed optimism that these projects, once fully implemented, will enhance the quality of life and the economic motivators--- agriculture and tourism---in this part of the country.
Chatto’s phenomenal gubernatorial victory carries with it the challenging task of bringing Bohol into the development mainstream in the second decade of the 21st century.
This early, Chatto persuaded his fellow Boholanos not to let the coming years punctuated with reminders of Bohol’s lack of status.
The governor-elect from the administration party was “seared by the fierce sun of politics in this summer election,” but he clings to his conviction that a Bohol prosperity springing from the oneness of the leader with his people is not an invalid hope.
WRAPPING UP
CONGRESS WORKS
While Congress is convening into the National Board of Canvassers of the votes for president and vice president, Chatto is also wrapping up his legislative works that describe his accomplished nine years in the House of Representatives.

He is fruitfully ending his complete three-term congressional stint as chairman of the House committee on tourism, senior vice chairman of the committee on agriculture, and vice chairman of the committee on education.

Further, Chatto is ensuring in the Senate the nationalization of the provincial road network traversing Anda, Candijay, Mabini and Ubay as well as the Tagbilaran bypass - Baclayon diversion road. His road nationalization proposal was long approved in the Lower House.

The delay in the Senate has been caused by the failure of the provincial government to comply with all documentary and technical requirements needed for the Senate passage of the already House-approved road nationalization legislation.

Pres. Arroyo signed last March Chatto’s law nationalizing the Balilihan-Hanopol-Batuan provincial road. (See separate story.)
Chatto is wisely managing his time as he likewise prepares for his assumption to the highest elective post of the province that he vowed to taste a “selfless servant leadership.”

Before flying to Manila, meanwhile, Chatto even had the time to attend to the concern of a grieving poor family in Danao whose young daughter “mysteriously” died. He facilitated the funeral service for the girl. She was admitted to a hospital here on the very day that she turned 13, May 9, which fell on the election’s vesper. She died five days later.

The girl’s physical condition suddenly deteriorated after her return from the recent CVRAA Meet in Cebu where she played volleyball for the Bohol team. She was a bemedalled athlete and student despite the poverty of his parents. She just graduated from the elementary as a salutatorian.

BEYOND ELECTION
In his separate letters to the lucky town candidates, Chatto reminded them that the campaign for good government did not end with the last ballot in the May 10 polls.

He said, “The real work starts when you and I shall have been installed to do our jobs for which we have been elected.”

Chatto motivated them to show to the people where they are leading them to and tell them of their roles to make them all reach their goals.

The governor-elect from Lakas-Kampi-CMD dissuaded his fellow incoming officials from doing things “in isolation because we are all parts of our beloved province, our beautiful nation.”

Bohol under Chatto will only have four lady vice mayors who, except for Tagbilaran’s Montes, are totally new. Montes was then the city vice mayor but defeated in her reelection bid in 2007.

Only in nine (9) towns that the incumbent tandems of mayors and vice mayors got reelected---Bien Unido, Danao, Dimiao, Inabanga, Loboc, Loon, Pres. Garcia, San Miguel and Valencia.

In three towns, the incumbent mayors and vice mayors changed courts and won---Clarin, Mabini and Sierra-Bullones.

It also interests to note that come noon of June 30, Bohol will have only one town, Anda, governed by a mayor-vice mayor couple and two towns, Calape and Candijay, by brothers. However, the Amoras in Candijay ran in warring parties. (Ven rebo Arigo)

Danao leaders support Chatto, Lim

While their mayor conspired with Lakas-Kampi-CMD traitors, almost all other Danao officials and barangay leaders have come to the open in strong support of administration gubernatorial timber Rep. Edgar Chatto.

They also vowed “full support” to Chatto’s vice governor, Board Member Concepcion Lim who is the Bohol president of the Association of Barangay Councils (ABC).

Their united stand totally contradicted to the position of Mayor Tomas Gonzaga, one of the few Bohol mayors who signed successive manifestos against Chatto and other faithful Lakas leaders.

Gov. Erico Aumentado and Vice Gov. Julius Caesar Herrera instigated the manifestos as part of their “grand design of deception.”

Aumentado has kept deceiving the Boholanos about his loyalty to Lakas when in fact he raised the hands of Herrera and other Nacionalista candidates right on the stage of Lakas (Aumentado wing) proclamation rally in Talibon, according to true Lakas town leaders.

Minus their mayor, the Danao officials pledged their “full support and commitment” not just to the Chatto-Lim tandem but also Lakas presidential candidate Gibo Teodoro.

No less than Gonzaga’s runningmate, reelectionist Vice Mayor Jose Cepedoza, led the signatories to the “Manifesto of Support” to Chatto, Lim and Gibo. Cepedoza is a former mayor..

Town Councilors Pedro Vitor, Belen Signe, Indosia Suter, Mario Colico, Albert Vitor, Rodolfo Melencion and Rodelio Ombrosa also signed the pro-Chatto declaration.

Thirteen (13) of Danao’s 17 barangay captains inked the manifesto, namely, Gloria Duavis of Cabatuan; Thelma Duavis, Cantubod; Paul Gumanoy, Concepcion; Fortunata Suello, Dagohoy; Jesus Busalanan, Hibale; Antonio Suello, Magtangtang; Zoilo Betaizar, Sr., Nahud; Emiliano Mondala, Remedios; Expedito Ayenza, San Miguel; Rosalina Ombayan, Tabok; Alfredo Vistal, Taming; Ernesto Asoy, Villa Anunciado; and Francisco Centino.

Barangay leaders Rodulfo Orapa of Poblacion, Pedrito Avelino of San Carlos and Edmundo AƱasco of Sto. NiƱo signed, too, the support manifesto.

Chatto, incumbent chairman of the committee on tourism in Congress, has supported the eco-adventure-tourism program of their town.

Besides, the support manifesto signers have been convinced by Chatto’s trademark “selfless servant leadership,” a kind of politics that honors and motivates collective-decision-making.

Chatto has been noted for involving various sectors in ensuring transparency in governance, fostering more trust for faster sustainable economic growth.
CAMPAIGN INTENSIFIES
Chatto has intensified his campaign while his detractors desperately keep trying to weaken his strong mass base, according to Lakas advocacy group Padayon Bol-anon.

The consistently leading gubernatorial aspirant and his lady vice governor articulated their platforms and development agenda in latest proclamation rallies in Catigbian, Corella, Sikatuna, Baclayon, Jagna, and Panglao.

They visited the barangays in Lila together with Third District congressional bet former Sec. Arthur Yap and candidates for board members Jing Trabajo, Aster Apalisok-Piollo, Boy Imboy and Freda Tirol.

The Chatto-Lim tandem was joined in their First District rounds by congressional contender former Gov. Rene Relampagos and aspirants for board members Yul Lopez, Abel Damalerio and Benjie Arcamo.

Congressional candidate Judith Cajes and husband Rep. Roberto Cajes, who is now running for Trinidad mayor, amplified the group’s campaign in the Second District.

In Pilar, Chatto detailed his policy directions that disregard differences in faith during the Summer Youth Camp of the Youths of the Iglesia Filipina Independiente (YIFI) – Vicariate of Bohol.

The youth forum dubbed The “Choices and Voices” was led by YIFI president Marque Butcon and guided by Msgr. Robespierre Moreno, vicar general, Rev. Fr. Metosalemo Bolanio, Jr., YIFI chaplain, Most Rev. Bishop Vic Exclamado and Rev. Fr. Eliseo Espinosa.

Chatto underscored the full enhancement of agriculture under his administration once he is elected to the governorship during the Integrated Pest management (IPM) Kasalikasan Farmer Field School graduation also in Pilar.

Chatto tells vice pres that Bohol has big dreams, & then launches DReAMS

Gov. Edgar Chatto told Sandugo’s climax Sunday celebration honored guest Vice Pres. Jejomar Binay that Bohol not just has bolder vision but big dreams.

Later, on Thursday, the governor launched together with the province’s project partners and stakeholders what is so fittingly coined the Realising DReAMS Project, a European Union-funded initiative.

The DReAMS will open the Bohol leaders, especially those in the level of the municipal local government units (LGUs), to new ideas, strategies and developments that enhance their service delivery capacities, Chatto said in its launching.

The DReAMS means Development of Resources and Access to Municipal Services. The project’s complete official name is Realising DReAMS for South and Southeast Asian Local Authorities.

DReAMS people led by their project manager, Dr. Nestor Petelos, facilitated the local kick-off activity for Bohol province.

A three-man team from Strung Teng, Cambodia, a DREAMS project partner, headed by Provincial Director for Planning Peou Duong participated in the kick-off activity at Bohol Plaza in Dauis.

Four days before it, Chatto told Binay in an interaction with the local leaders, including the mayors, at the People’s Mansion here, “The Province of Bohol has big dreams, Mr. Vice President.”

The country’s second highest official visited here on Sunday as the honored guest and important spectator of the streetdance showdown, Sandugo’s climax activity, at the CPG Sports Complex where he was joined, too, by the governor.

Binay, who met with Chatto, the Sangguniang Panlalawigan members and mayors at the People’s Mansion before the Sandugo mardi gras, assured the Bohol leaders to be their “representative” to the national government.

The vice president said he will not be a “spare tire” in the Aquino administration. He vowed to return to Bohol and sit with its leaders on housing concern. Binay has been appointed by Pres. Benigno “Noynoy” Aquino III to take charge of the national housing program.

Chatto and other local leaders expect the vice president to honor his words since as a former local chief executive himself, Binay is aware that the lack of shelter is one satellite of poverty.

In the DReAMS launching, working sessions were held on the latest features of the Poverty Database Monitoring System (PDMS).

It was further primarily projected to orient select officials of the five pilot towns----Maribojoc, Tubigon, Talibon, Jagna and Pilar----on the project; conduct preliminary activity on “ecobudget”; and agree on the province’s work plan for the adoption and execution of the DReAMS project.

The DREAMS test areas were chosen for their having shown vital indicators that can conclude that each has one of the DREAMS programs respectively implemented there even before the DREAMS had to be introduced to this province-part of the country.

Chatto, Hontiveros defend SK against abolition

Speaking to SK leaders from all over the country last Thursday, Governor Edgar Chatto affirmed that Bohol is a pro-SK province and spoke of Bohol’s opposition to circulating rumors proposing to abolish the Sangguniang Kabataan.

The governor attended the proceedings at the height of the assembly proper of the four-day SK National Congress at the Panglao Island Nature Resort, together with fellow former congressional representatives and former Liberal Party senatoriables Risa Hontiveros and Neric Acosta.

Makati Mayor Junjun Binay and Liga ng mga Barangay National President RJ Echeverri, themselves former SK stalwarts, were also present, together with current SK National President Jane Censoria Cajes. Cajes also sits as an ex-officio commissioner of the National Youth Commission (NYC).

Governor Chatto defended the institution of youth leaders as a training ground for the country’s next generation of government officials. He said that, instead of abolition, he favored reforms to the Sangguniang Kabataan that would increase its participation in governance.

This sentiment was echoed by former Akbayan Rep. Hontiveros as she spoke about House Bill 468, or the SK Reform and Empowerment Act.

Hontiveros remarked that all over the country, the SK has been reduced to a token and trivial representation of the youth and is usually limited to sports programs and recreations in the barangay.

HB 468 proposes to involve the SK in economic and political decision-making, strengthen the Katipunan ng Kabataan (KK) as a youth assembly and a venue for accountability of SK officials, formulate a comprehensive youth development plan, and put a stop to political dynasties in the Sangguniang Kabataan.

The bill further seeks to raise the age requirement for SK chairpersons to 18 so that they have the personal capacity to enter into contracts. It will also expand the age bracket for KK membership, which at present is from 15 to 17 years old. It had been from 15 to 21, but this was changed without consultation from the youth or the NYC before the 2002 SK elections. HB 468 will raise the maximum age limit to 25.

On criticisms that the SK has become corrupt or that it is immature, Hontiveros said that corruption and incompetence are not age-based but that it does not begin among the youth. She noted that most SK officials are known by their fiscal responsibility, trustworthiness in their duties, and competence.

In his message to the youth leaders, Governor Chatto stated that his career in public service would never have been possible without his stint in the Kabataang Barangay. He gives credit to his training in the KB for preparing him for the rigid realities of governance. The KB is the precursor of the SK in the late 70s and early 80s.

Asserting that their capacities as leaders are limitless and boundless, Governor Chatto challenged the youth leaders present to make use of their experience in public governance and that they have to be ready to face the trials of leadership that lie ahead of them. (Paul Joseph J. Vistal/EDCom)

Gov. Chatto still getting grateful outpours for congressional work

Exactly a month yesterday since assuming office, Gov. Edgar M. Chatto has continued receiving words of gratitude and recognition for his work as the then congressman of the First District.

This time, the grateful expression came from the teachers and parents of the students of Pilar Technical Vocational High School.

The school, a pilot project of the Australian-funded Strengthening Basic Education in the Visayas (STRIVE) program, got an additional aid of P200,000 from Chatto who was then a congressman.

The Chatto fund built the rest rooms of the school’s 80-bed dormitory called Sagup Balay Eskwela, which is a component project under the STRIVE.

The facility now houses students who are children of families in the poverty threshold and those who are from areas far from the school. They only pay a very minimal cost.

Because of the generosity of the then First District congressman, the students have been able to stay in a dormitory, according to the board resolution of the Parents-Teachers Association (PTA).

The teachers and parents expressed their heartfelt gratitude for the Chatto support to the school, which is in a Third District town outside his congressional turf.

The PTA equally thanked Australian government for its support thru the STRIVE project, which aims at reducing the number of out-of-school youths, ensuring the delivery of quality education.

The STRIVE seeks to prevent more “SARDOs” or “Students At Risk of Dropping Out.” It motivates them to better their academic performances.

The same can be said of the governor’s vision for a well-educated citizenry, according to the teachers.

Chatto holds office at the People’s Mansion

From now on, Gov. Edgar Chatto will hold office at the People’s Mansion except on every Monday which he has declared the People’s Day at the provincial capitol.

This is again unprecedented in Bohol’s recent memory because his predecessors used to dispense authority from the governor’s office at capitol.

Chatto’s declared institutionaization alone of every Monday as People’s Day is already a rare governor’s act since no provincial chief executive before him had ever done so, many Boholanos claimed.

The 25th Bohol governor, clarified, however, that he will spend the whole of every Monday with the people at his capitol office, except when he has urgent or highly-necessary outside commitments.

Chatto calls his “new seat” the “Mansion Office of the Governor” precisely because it is right inside the People’s Mansion, for so long known as the Governor’s Mansion.

While doing his official business there, the governor will also receive the province’s official visitors, including dignitaries, at his mansion office, which has two spacious rooms on the ground floor of the People’s Mansion.

The office was blessed on Sunday with no less than Vice Pres. Jejomar Binay as its first official visitor. The vice president and the governor were joined by the Bohol mayors led by their league president and executive vice president Loay Mayor Rosemarie Imboy and Trinidad Mayor Roberto Cajes, respectively..

‘Governor of peace’ proud to host an exhibit on war

Gov. Edgar Chatto, a staunch believer of peace to beget progress, is proud of Bohol being the host of a national exhibit on war dedicated to the Filipino veterans.

The governor, together with Vice Gov. Concepcion Lim, graced the opening of the exhibit aptly entitled the “War of Our Fathers…A Tribute to the Filipino Freedom Fighters,” which now runs at the Island City Mall Activity Center here.

The exhibit which features World War II photos, artifacts and documents has been displayed in 33 major cities in the country. It is displayed to coincide with the commemoration of significant war events in an area.

On one rare occasion, the exhibit was showed in Nanjing, China in 2009.
A week before the commemorative war exhibit, Boholanos marked the 156th Founding Day of the province with a parade that also featured two lasting epitomes of the Boholano courage against foreign oppression, Francisco Dagohoy and Tamblot.

The legendary Dagohoy led the country’s longest rebellion exceeding over 80 years against the Spanish tyranny.

The opening guest of honor, Chatto beamed in pride that the Veterans Federation of the Philippines (VFP) chose Bohol its exhibit venue.

The governor narrated, as recounted to him by her mother, former Balilihan Mayor Victoria MigriƱo-Chatto, how she had to hide in the attic of their house from the invading armies of the Japanese Empire.

The exhibit motivated Chatto to call on the present generation and those yet to come to value the sacrifice of the Filipino freedom fighters. “It is, after all, for our veterans’ patriotism that we are enjoying our freedom as a people.”

The governor paid deepest tribute to those whose precious blood wrote the supreme reason for the Filipinos’ national independence and survival today.

The running exhibit has been timed with the opening here of the Philippine Veterans Bank (PVB). The governor, also the occasion’s honored guest, congratulated the bank.

The commemorative exhibit can be viewed at the Upper Ground Level of the Island City Mall.

Chatto said wars are mother miseries, but even in peacetime such us today one war is still waged----the war against poverty.

V-guv urges farm sector to involve in policy-making

Vice Concepcion Lim has urged the agricultural workers, including those in the livestock industry, to involve themselves in the policy-making process of the government.

This is essential to the thrust of the provincial administration which, according to Gov. Edgar Chatto, is one that is consultative and participatory.

Lim encouraged all the stakeholders in agriculture to suggest sound policies that they want to be legislated in the Sangguniang Panlalawigan.

The vice governor, herself the SP presiding officer, made this call during the Sandugo Livestock Festival at the compound of the Office of the Provincial Veterinarian (OPV) and Office of the Provincial Agriculture (OPA).

Lim graced the opening of the festival on Monday in lieu of the governor who was in Manila for the first State of the Nation Address of Pres. Benigno “Noynoy” Aquino III.

She led, together with Department of Agriculture (DA) Regional Livestock Coordinator Joel Elumba, OPV head Dr. Stella Marie Lapiz, Board Member Abeleon Damalerio and other guests, in the launching of the Swine Breeder Restocking Program.

The festival was participated, too, by the municipal agricultural officers (MAOs), Barangay Livestock Aides (BALAs), and representatives from other agricultural sub-sectors.

The MAOs and BALAs who are now elected town officials were honored on the same occasion. Dead BALA workers were posthumously recognized thru their surviving wives.

Lim expressed the strong support of the provincial leadership to the livestock industry as she stressed the importance of agriculture as a backbone industry itself.

The second top official of the province acknowledged the dynamism of Lapiz and her OPV workforce in sustaining the “health of the livestock industry.”

To stress how close the agriculture sector to the heart of the capitol, the vice governor came to the point of citing the wisdom of the SP in tasking the young Board Member Damalerio to head the agriculture committee.

The presiding officer of the provincial legislature said they chose Damalerio because he has the age and energy to go and talk to the farmers right on the soils they plow.

Provincial Tourism Council urges SP inquiry on zip line manufacturer

Acting on reports that a zip line manufacturer has been approaching municipal LGUs and presenting itself as a tourism consultant and investment partner, the Provincial Tourism Council convened a special meeting last Wednesday at the Chocolate Hills Complex.

With the unprecedented success of Danao’s Extreme Adventure Tour and its main attraction known as the Suislide, zip lines have also been set up in the municipalities of Loboc and Pilar. In Loboc, the attraction complements the Loboc River Tour. A zip line is also being considered in Balilihan as a component of the recently launched Abatan River Community Life Tour, which also includes the municipalities of Cortes, Maribojoc, Antequera, and Catigbian.

Many more towns are reportedly planning to set up the same attraction, at the instigation of the reported zip line manufacturer. Among the towns supposed to have been approached are Carmen, Dimiao, and Guindulman.

On this issue, the PTC immediately resolved for a legislative inquiry on the matter by the Sangguniang Panlalawigan of Bohol to investigate into the identity and motives of the supposed tourism consultant.

Urging care in the direction of tourism developments in the province, the PTC advised municipal LGUs to first consult the provincial government on the installation of such equipment and to avoid direct competition but instead to complement each other’s tourism products.

During the meeting, the council also resolved for the creation of a clearing house to regulate the operation of zip lines and similar devices in the province. The said body would also oversee the safety and maintenance of such equipment.

The meeting was held while the members of the PTC executive committee were having a familiarization tour to evaluate Bohol’s existing tourism sites, especially the province’s Countryside Tour Package, which usually consists of stops at the Sandugo Commemorative Shrine, the Baclayon Church and Museum, the Loboc River Floating Restaurant, and the Chocolate Hills Complex.

The Provincial Tourism Council is composed of tourism stakeholders from the government and business sectors and representation from the media. It is currently headed by retired lawyer Lucas Nunag of Amarela Boutique Resort. Board Member Godofreda Tirol, who heads the SP Committee on Tourism, is the council Vice-Chair from the government sector. Walter Sultan, general manager of Travel Village, is vice chair from the private sector. Board Member Abeleon Damalerio, who heads the SP Committee on Agriculture and is also a member of the SP tourism committee, also sits in the council.

Also discussed during the meeting was a proposal for a seminar for municipal tourism officers and a revisiting of the Provincial Tourism Code.

On its way home, the Council made a stop at the Bohol Biodiversity Complex, where seedlings of endemic trees are being bred for reforestation projects all over the country. Sustainable agriculture technologies are also applied at the complex.

Pnoy backs Bohol’s development agenda

Pres. Benigno “Noynoy” Aquino III is strongly supporting the development agenda of Bohol under the leadership of Gov. Edgar Chatto and Vice Gov. Concepcion Lim.

The president himself conveyed this commitment to the governor in their brief but intimate talk at the Heroes Hall of MalacaƱang Palace on Tuesday, July 20 or two days before the 156th Bohol Day.

Aquino and Chatto had then worked together in Congress as representatives of their respective districts in Tarlac and Bohol.

Aquino was to later become a senator while Chatto headed the tourism committee of the House of Representatives. The Senate, also the Upper House, and the House of Representatives or the Lower House are the two chambers of the Philippine Congress.

The president assured the governor that while it may be hard for the national funds to meet the country’s needs this year, he will ensure that the situation will be a lot better next year.

Aquino vowed to fully support Bohol’s priority programs outlined by Chatto, whose first 100 days focus on HEAT---Health, Education, Agriculture and Tourism---which is a sober advocacy approach to poverty reduction..

The governor has coined “HEAT Bohol” as one articulation of his more encompassing service mission slogan LIFE HELPS---Livelihood and tourism, Infrastructure, Food, Education and technology, Health, Environment, Leadership development, Peace and order, and Sports and youth development.

HEAT Bohol – LIFE HELPS is the governor’s major artery to the reinvigorated vision, mission and goals for Bohol.

With the assured support from the president himself, the governor is expected to go bolder in attaining the Bohol vision which, to him, is now a cause for sustainable development that is almost holy. (Ven rebo Arigo)

Bohol culture captures the heart of 9-nation ASEAN

Bohol culture has captured the heart of the 10-country Association of Southeast Asian Nations (ASEAN).

On the 156th Bohol Day on July 22, the province was formally declared as the ASEAN Culture Capital for the month of July, the fifth in the series, with Pampanga as the first. Before Bohol was Batangas.

However, Gov. Edgar M. Chatto also marked the proud day as Bohol’s “Day of Friendship” and “Day of Hope” because the province is definitely “ready to embrace the Philippines and the rest of the world” for it is a “major contributor to the tourism sector of which we are leading.”

The governor accepted the ASEAN flag from Dr. Hubert Gijzen, regional director for Asia and the Pacific of the United Nations Educational, Scientific and Cultural Organization (UNESCO), UNESCO Commssioner for Culture Ma. Guidote-Alvares and Dr. Vilma Labrador, undersecretary of the Department of Education (DepEd) and chairperson of the National Commission for Culture and the Arts (NCCA).

It was also noted during their visit that every year, specifically on March 21-27, is observed the UNESCO – International Theatre institute (ITI) World Theater Week in the Philippines pursuant to Presidential Proclamation (PD) No. 1262.

For July of 2010 and 2011, the Philippines is honored for being named as the ASEAN Culture Capital by the 10-nation association, according to Alvarez.

The guests were also joined in the historic event by other Bohol leaders like Vice Gov. Concepcion Lim, Rep. Rene Relampagos, and the members of the provincial board.

Alvarez considered July 22 as a very historic day for Bohol as it is a recognition and appreciation of the province’s wealthy biodiversity and its commitment to nourish the artistic talents, not only of its own, but also of the national community due to its very rich and very beautiful history.

“Showcasing Bohol’s culture and arts,” Alvarez said, “means a lot in keeping the memory of our community, our habitat and our language, alive because the Philippines is considered as the cultural gateway to ASEAN.”

According to Alvarez, after 250 years, the impact of the galleon trade could still be strongly felt in uncovering, appreciating and projecting the Boholano heritage, in fighting all our problems and in mitigating and adapting to climate change because there is a solid partner in development, in this case, the ASEAN.

Alvarez stressed that “tourism must be culture-raised” because it is a very important tool for entrepreneurship.

Department of Tourism (DOT) Secretary Alberto Lim, keynote speaker on the Bohol Day, emphasized tourism as an industry that can create jobs and livelihoods in the poorest parts of the country.

The country’s tourism czar also graced, together with Chatto and Tourism Usec. Simeon Marfori, the 1st National Tour Guide Convention at Metro Centre Hotel here on Bohol Day. The Bohol governor is a former chairman of the tourism committee in Congress and the principal author of the Tourism Act of 2009.

Although the Philippines gets 3 million tourists a year, it is still imperative to improve the infrastructures and the departments of the government, especially the local government units (LGUs), to bring out the best in the Filipino culture, Lim said.

The new tourism secretary pointed out that the DOT should “over-deliver” and “not just promote” tourism to hit the revenue target and encourage all LGUs to continue their support the programs of the DOT and Bohol province. (jlv/EDCom)

Dengue cases rise to a terrible level

Dengue cases, including six deaths already since January, have risen to a terrible level in the past six months that they have already more than doubled the total for the entire year of 2009.

Gov. Edgar Chatto immediately ordered the implementation of the four “S” against dengue to prevent a likely 200% increase in the cases by the end of December and save most number of lives, particularly of the tender children who are most vulnerable to the dreaded disease.

These four “S” mean---search and destroy mosquito breeding places; self-protection measures; seek early consultation; and say “No” to indiscriminate fogging.

In the meeting of the capitol Management Executive Board (MEB), Chatto called the attention of all concerned, taking into serious consideration the onset of the rainy season during which the dengue-causing mosquitoes can rapidly breed.

Provincial Health Office (PHO) head Dr. Reymoses Cabagtnot reported to the MEB that six already died of dengue within the January 1 – July 16, 2010 period, which also registered 793 confirmed and suspected cases of dengue. In the whole of 2009, only 769 cases were reported, eight resulting in death.

The governor called for preventive and control measures against the outbreak of the disease and also for volunteerism in donating blood for dengue victims. Severe cases of dengue often require blood transfusion.

Cabagnot clarified in the MEB meeting that because the province does not have the technical capability to confirm these cases as dengue hemorrhagic fever, these can only be classified as suspected dengue cases until they are confirmed by laboratory testing.

The dengue deaths this year involved victims from Baclayon, Calape, Garcia-Hernandez, Loay, San Miguel, and Ubay.

The fight against dengue is “sentimental” to the governor himself because dengue had claimed the precious life of his own younger sister, Esther Therese. Hers was reported to be the first case of dengue death in Bohol. Chatto was then a high school student.

The case was an issue critical to the Boholanos in the early 70s as it brought about the realization that dengue can kill---fast and sure.

Dengue fever is caused by the dengue virus, which is carried by the aedes aegypti mosquito. This mosquito has white markings on its legs and usually feeds early in the morning or late in the afternoon. It breeds in clean, stagnant water such as those found in flower vases, roof gutters, uncovered water vessels, used cans, and discarded tires.

The principal symptoms of dengue are high fever, severe headache, backache, joint pains, nausea and vomiting, eye pain, and rashes.

Chatto stressed in his memorandum to the mayors that preventive action is the best defense. Copies of it were also sent to the Bohol heads of the DepEd, DILG and Liga ng mga Barangay.

He urged the LGUs to conduct massive information education campaign as part of the preventive and control strategy, which includes LGU advocacy down the barangay level and advocacy/lecture in schools and communities.

Among the other measures recommended are entomological surveys, surveillance and monitoring, and rapid reporting from rural health units to the provincial and regional health authorities.

The self-protection measures one may take against dengue are the use of mosquito nets, installation of window and door screens, use of insect repellant lotion, and wearing of pants and long-sleeved clothing.

The PHO discouraged indiscriminate fogging as it may do more harm than good. Mosquitoes only move away from areas being fogged but may still return and because the eggs of dengue mosquitoes are underwater, they are not affected by fogging.

During the MEB meeting, while urging voluntary blood donation for severe dengue victims, the governor noted the health benefits of donating blood since it helps produce new blood cells.

According to the PHO, the most number of suspected dengue cases reported since 2000 was in 2007 with 1,678 cases and 16 deaths. The most number of deaths was reported in 2005 with 21 fatalities and 1,113 suspected cases.

GUV assures all-out support for PCL

“The Office of the Governor and the Capitol will be helping the PCL all the way.” This was the assurance that Gov. Edgar M. Chatto gave to the 482 members of the Philippine Councilors League (PCL) during a special meeting held at JJ’s Seafoods Village Wednesday.

The governor challenged the PCL that as legislators and policy-makers, they must make sure that come August, implementation of laws must already begin to assure the strengthening of every league of the province for management and provincial growth.

The PCL is the foundation and core of the province for the crafting of laws beneficial to the people basically falls upon its shoulders. The governor further assures that the former’s work would be made easier for the Provincial Government has created the Bohol Center for Development Studies (BCDS), the research arm of the province, headed by Romy Teruel, to help both the PCL and the Sangguniang Panlalawigan (SP) to look into old laws and in drafting new ones to help the capitol achieve its goals.

Gov. Chatto also mentioned his 10-minute dialogue with President Benigno Simeon Aquino III the previous night during his Manila visit in which P-Noy declared his support for Bohol wherein the governor also re-affirmed the province’s respect, coordination and passion for the President’s advocacies like the ones it gave to past administrations.

Moreover, Gov. Chatto urged old members of the PCL to share their experiences and insights on governance with the newly-elected ones “to encourage and ensure proper coordination for the achievement of our common goals.” (jlv/EDCom)

Rabies fighter award is good for agriculture and tourism

Bohol leaders are “barking on a right tree” because the search for the best anti-rabies fighters is essential to agriculture and tourism, two of the “HEAT” priorities of the new capitol administration.

HEAT means Health, Education, Agriculture and Tourism. Award organizers said there is no need to explain how can the fight against rabies serve the people’s health.

No less than Gov. Edgar Chatto led in launching during the opening of the Sandugo Agri-Technology Fair the Gov. Edgar M. Chatto Awards for Best Performing Municipal Rabies Prevention and Eradication Councils (MRPECs) and Bantay Rabies sa Barangay (BRBs).

Provincial veterinarian Dr. Stella Marie Lapiz briefly yet effectively hinted on how “essential” is the anti-rabies campaign to agriculture and tourism.

A tourist fatally bitten by a rabid dog in Bohol can discourage other tourists from going to Bohol, Lapiz asserted.

For the number one government animal doctor and anti-rabies officer in the province, tourists who are already staying in the province will likely fear to roam around on feet to avoid dog bite.

They can thus miss more satisfying sight at or intimate experience with Bohol nature.

The mere sight of a stray dog can intimidate the tourists, some who were listening to Lapiz seconded the provincial veterinarian whose office has been frontlining the anti-rabies campaign provincewide.

Because of its domino impact on so many other industries, tourism has been declared in the National Tourism Act of 2009 as an engine for economic recovery and growth. The law, also known as Republic Act 9593, was principally authored in Congress by Chatto.

As the then First District solon, Chatto likewise authored Republic Act 09446 declaring Bohol as the Eco-cultural Tourism Capital of the Philippines.

On the other hand, the case of a rabid dog bite can be so economically wounding on a lowly farmer owning the culprit animal.

He has to spend as much as P25,000 for the treatment of the victim of his dog. Because he has no money, the poor farmhand will be forced to sell his lifetime farm co-worker, his carabao, Lapiz said.

Losing his carabao can render the lowly farmer less productive, what with the four-legged beast of burden his only “machine” for cultivation.

Former agriculture secretary and now Third District Rep. Arthur Yap, also present in launching of the search, himself observed that a Bohol rice farmer’s yield is lesser compared to the harvest of the farmers in other provinces.

This is occurring despite the existing of more irrigation facilities and lesser storms in Bohol, the solon said.

Agriculture Regional Director Ricardo Oblena, provincial Agriculturist Liza Quirog and her assistant, Larry Pamugas, also attended the affair. Pamugas is the designated head of the Office of the Provincial Agriculture since Quirog has been tasked by the governor to head a sensitive coordinating unit.

Yap did not speculate, though, on “how can rabies frustrate a farmer” since he chose to focus on what crops can a farmer cultivate to earn more per hectare. The ex-secretary of agriculture even burst to “forget” the “low-paying crops.”

Lapiz” statements relating rabies to agriculture and tourism still obviously “made sense” to her listeners during the launching of the search, which institutionalization was firmed up in a symbolic signing also led by the governor.

In motherhood statement, Bohol has been envisioned to become a prime eco-cultural tourism destination and a balanced agro-industrial province.

Bohol used to be one of the top three provinces in deaths due to rabies, but this cannot guarantee of no rabies death to occur again if efforts to prevent any are relaxed.

In launching the Bohol-wide search for best anti-rabies councils, the governor at the same time took the occasion as an apt time to acknowledge Lapiz’ office and her personnel.

The Office of the Provincial Veterinarian (OPV) is one of the most effective offices of the provincial government, according to Chatto.

The governor cited not just OPV’s sustained programs on dog vaccination, elimination and information drive on responsible pet ownership.

He lauded OPV’s effective handling of the province’s livestock development thrust thru the Barangay Livestock Aides (BALA), a provincial anti-poverty program winning the national Galing Pook Award.

Lapiz has entrusted BALA to an able provincial coordinator of the program, Robert Milan Galero, an OPV personnel and officer of the Bohol Tri-Media Association.

The BALA was established when the governor was then Rene Relampagos, now the First District congressman, and the vice governor was Chatto himself.

Relampagos attended, too, the launching of the search for the best council against the killer rabies.
