Provincial Government Gears Up for Roads Project
The Provincial Roads Management Facility (PRMF) enters its second year of implementation in the Provincial Government of Bohol. To gear up and mobilize the province’s road sector, Governor Edgar M. Chatto called for a 2-day PRMF Provincial Implementation Planning and Graduation Strategy Workshop last September 14 and 15 of which about 50 participants involved in the road sector headed by the Governor and participated in by department heads and key office personnel brainstormed for Bohol’s road network.
PRMF, which is a joint governance and institutional reform program of both the Philippine and Australian governments, aims “to increase economic growth and improve access to public infrastructure and services in southern Philippines.” It also provides grant assistance directly to, or in support of, selected Provincial Governments to improve the sustainable GOP provision, management and maintenance of a core network of provincial roads in targeted provinces in Mindanao and the Visayas. This five-year project which started in 2009 and ends in 2014 is under implementation by the Provincial Government of Bohol in partnership with the Department of Interior and Local Government (DILG) and supported by the Australian Government Aid Program.
The 2-day learning and interactive workshop focused on a review of PRMF implementation in the first year to draw insights and lessons learned. It also allowed the workshop participants to look ahead at detailed action steps to ensure proper implementation of the forward plans for the second year. These plans focus on road rehabilitation, road maintenance, capacity development for the road sector, public financial management to include internal control/internal audit, monitoring and evaluation (M&E) and information/communication technology and geographic information systems (ICT/GIS). A major output of the two-day workshop was a collective and shared vision of the “end-state” the provincial government desires to accomplish to ensure sustainable roads management, efficient budget and public expenditure management, functional internal control and internal audit systems, transparent and accountable procurement process, dynamic and responsive human resource development and management programs and the corresponding graduation strategies to achieve these desirable outcomes.
Chatto emphasized the importance of institutionalizing the capabilities and capacities that are being learned from the PRMF. He believes that the program is “beyond work maintenance but more so in the totality of local governance and institutional reforms.”
“I do not want to be a governor who manages a forest without seeing the trees,” Chatto pointed out and explained further the importance of being aware of the big picture of the projects without neglecting the details and vice versa.
Governor Chatto expressed delight over the dedication and commitment of the participants to prepare for PRMF Year 2 implementation. During the two-day workshop, “I have gained a deeper understanding on how to maximize the impact of the program to the governance strides of the provincial government of Bohol, aside from having good roads,” the governor said. He is confident that there is no doubt that the provincial government can achieve its plans and targets with inspired and committed teams from the road sector.
The governor was also amazed by the energy and dynamism of all those involved in the workshop which he could tell, would undoubtedly cascade down to the grassroots in that he gave his assurance that the Offices of the Governor, the Vice-Governor and the Sangguniang Panlalawigan would be supporting the PRMF in every endeavour for the good of the Boholanos.

EO for TWG on fish price control signed
An executive order giving Bohol Provincial Governor Edgar M. Chatto blanket authority to create a Technical Working Group (TWG) which would be responsible for all areas concerning fish prices in the province was signed Friday.
For sometime now, high prices of fish in Bohol has been a major area of concern among all sectors, especially upon learning that our prices here are higher than those in other parts of the country.
Chatto made true what he has promised last week that he would prioritize this problem for it is already greatly affecting all sectors of our community and its effects are quite alarming.
The newly-signed EO gives the TWG the responsibility to segregate and classify all responsible agencies which would carry out the recommendations and implementations of rules and regulations either directly or indirectly affecting fish prices, thereby clearly pinpointing the who, the what, the where and the boundaries and parameters of each agency concerned; the identification of short, medium and long-term strategies and solutions; and to strictly monitor the proper implementation of the solutions as agreed upon by the body.
The governor has already called the attention and brought in all maritime and coastal agencies, the Local Government Units (LGUs), the police, the military, and even those in the judiciary, to give their respective agency’s contribution to help curb, and if possible, eliminate, this great dilemma of our municipal waters.
The experiences that Chatto has encountered in all the years of his political career has helped him a lot in formulating his own 10 Principles of Effective Law Enforcement which he strongly adheres to and which he has shared with his constituents and which he, consequently, expects all sectors to strictly follow and obey.

Guv leads Bohol-wide clean-up versus dengue
Gov. Edgar Chatto is more serious about the Boholanos’ awareness on dengue by launching this Friday afternoon a province-wide massive clean-up against the disease that has already killed eight this year.
The governor, whose own younger sister died of the dreaded mosquito-borne ailment some 40 years ago, urged all sectors to conduct simultaneous clean-ups in “appropriate areas of their choice” during the launching of the Bohol Clean-up Versus Dengue and Other Diseases from 1:30 in the afternoon to 6:00 in the evening on Friday.
“The life you save may be that of your loved one,” Chatto said in his memo-circular “call(ing) for unity in the combat against dengue.”
The governor likewise urged the cellphone owners/holders to spread this text message: “Save Lives…Join the Bohol Clean-up Versus Dengue and Other Diseases.”
By texting alone, one can become a contagious agent of dengue eradication, which is hoped to be gradual yet dramatic, if not abrupt.
Chatto called on the members of the cross-section of the Boholano community to “unite and do” their parts as citizens who have social responsibilities for the well-being of their fellows.
The simultaneous massive clean-ups province-wide will mobilize the officials and workers of the provincial, city, municipal and barangay governments, national agencies, both public and private schools, NGOs, POs, civic clubs, business community, religious sector, etcetera.
Dengue cases have been rising in alarming rate in certain areas in Tagbilaran, now the region’s second “dengue city,” and are feared to even more than double the number last year.
Health authorities have been calling for a strong adherence to the so-called “4S” against dengue---search and destroy, self-protection measures, seek early consultation, and say “No” to indiscriminate fogging.
The following are recommended activities for the search and destruction of mosquito breeding places during the massive-clean-up:
a) Cleaning of all possible breeding places such as flower vases, dish drainers, old tires, roof gutters and used cans where stagnant water can pool or accumulate;
b) Cleaning of banana plants and their premises from dried leaves, etc.;
c) Covering of water receptacles like drums, jars, etc.; and
d) Observance of proper environmental sanitation.
Meanwhile, Boholanos have found the visit of the image of the Our Lady of Fatima in this province starting yesterday a “gracious time” for her intervention in delivering the people from dengue and other ills.
The International Pilgrim Virgin Statue will stay in selected churches in Bohol until Friday afternoon, which is timely for the Boholanos to do their mortal way thru the massive clean-up saving more lives from the perils of dengue. (Ven rebo Arigo)

Health authorities have been calling for a strong adherence to the so-called “4S” against dengue---search and destroy, self-protection measures, seek early consultation, and say “No” to indiscriminate fogging.
The following are recommended activities for the search and destruction of mosquito breeding places during the massive-clean-up:
a) Cleaning of all possible breeding places such as flower vases, dish drainers, old tires, roof gutters and used cans where stagnant water can pool or accumulate;
b) Cleaning of banana plants and their premises from dried leaves, etc.;
c) Covering of water receptacles like drums, jars, etc.; and
d) Observance of proper environmental sanitation.
Meanwhile, Boholanos have found the visit of the image of the Our Lady of Fatima in this province starting yesterday a “gracious time” for her intervention in delivering the people from dengue and other ills.
